Keynotes
Brenda Locke is the Mayor of Surrey, British Columbia. Elected to her first term on October 15, 2022, she has spent decades in Surrey, where she and her family have enjoyed the city’s parks, sports and recreation facilities, arts and cultural opportunities, and local businesses. Her advocacy for the people of Surrey is rooted in long-standing community involvement, including volunteering with Surrey Urban Mission.
Interim Chief Constable Todd Matsumoto has over 30 years of municipal policing experience. Since joining the Surrey Police Service in 2021, he served as Deputy Chief Constable leading Investigative and Corporate Services before his appointment on June 1, 2026. His background spans major crime, patrol, and human resources, with a focus on ethical leadership and community partnership. A recipient of three commendations, he holds a criminology degree from Simon Fraser University and completed the Queen’s Executive Program.
